昨日，南京市中级人民法院发布消息称，根据最高人民法院的指定，南京市中级人民法院受理了中国人民大学招生就业处原处长蔡受贿一案，将择日开庭审理。现代快报记者顾元森

南京市人民检察院指控，2005年至2013年，被告人蔡利用中国人民大学招生办主任职务之便，利用职权或身份之便，接受永华香港集团董事长王的请求，协助王的女儿等44名学生招考和调剂专业，非法收受王等30人财物共计2330.8074万元。公诉机关认为，被告人蔡作为国家工作人员，利用职务上的便利，非法收受他人财物，为他人谋取利益，利用职权或者职务上的便利，通过其他国家工作人员的行为为受托人谋取不正当利益，构成受贿罪。

据了解，2013年11月27日，中国人民大学发言人证实，该校原招生办主任蔡已接受有关纪检部门的调查。

据公开资料显示，蔡现年50岁，毕业于清华大学，2002年获得中国人民大学商学院经济学博士学位。2012年7月，蔡被评为“全国就业工作先进工作者”，发表多篇论文并获奖。一些媒体援引学生的话说，蔡的演讲对每个人来说更有灵气。自2010年以来，网上有大量报道指出蔡利用自招和提前录取等机会收受贿赂，进行腐败招募。另一位消息人士指出，蔡至少在7家公司兼职。

检查组进驻后受到调查

据全国人大新闻网报道，2013年9月27日，中央十大检查组在对中国人民大学进行检查后，报告称，惩罚和预防体系建设存在薄弱环节，尤其是在财务管理和自主招生方面。负责检查中国人民大学的中央检查工作领导小组组长陈际瓦指出，干部职工反映了一些问题，主要是:在党风廉政建设和反腐败方面，奖惩制度建设存在薄弱环节，特别是在财务管理、领导干部工资管理和自主招生方面。检查组还表示，一些反映领导干部问题的线索已经收到，并移交给中央纪委、中央组织部和有关部门处理。在全国人大派驻两个月26天的中央十大检查组，是当年中央派出的检查组中派驻时间最长的。

据了解，中国人民大学是第一轮检查中中央检查组派驻的唯一高校，蔡成为检查组离开后确认协助调查的第一位中层干部。当时，在“特殊招生”的10个类别中，“自主招生”也列在中国人民大学招生就业部的招生网站上，这是蔡调查的主要原因。

早在2013年11月底，蔡持假护照在深圳被拦截，想去加拿大的消息就在网上迅速传开。据一些媒体报道，蔡是陕西海关的假护照。护照是他自己的照片，但身份信息不真实。事后，中国人民大学要求副处级以上干部上交护照。

此案的审判可能会被揭露

自主招生存在的问题

据了解，2003年教育部启动普通高校招生自主选拔录取改革后，中国人民大学成为改革试点之一。在改革的那一年，蔡担任了学校的学生处主任和就业指导中心主任。两年后，蔡成为了招生办的主任。

根据中国人民大学自主招生简章，学生可以通过自我推荐和学校推荐参与自主招生。如果通过考试和面试，可以确认资格，可以适当降低高考分数。在750分的标准下，可以降低最高分50分。

其实很多学生和家长一直有疑虑，似乎高校自主招生已经成为一小部分人的“特权”。许多人质疑为什么招聘人员的结果、名单和信息不能公布。对此，一位高校老师说，“学校和学院都有一定数量的重录。在最低分数线公布后进行破断和重录。没有公开的申请程序，只是用未知的‘标准’圈来录取对象。”

蔡受贿案可能会暴露出高校“自主招生”中的一些问题。昨日，南京市中级人民法院相关人士告诉记者，法院将于另一天开庭审理此案。
